Officials in Cuba killed four people in a US-registered boat off the island's coast, generating blowback from some Republicans.
Global Affairs Canada has announced $8 million in funding for Cuba as the country grapples with U.S. President Donald Trump's oil blockade.
His comments come as the Caribbean island nation grapples with a worsening economic crisis.
"We want to open the spigot of U.S. fuel exports to Cuba, so long as the ultimate beneficiary is the private sector," a source with knowledge of the plan told the Miami Herald.
